Each Kiwanis
club has the right to choose a child as teenager
of the year. Then, each club submits their TOY
to the Division 23 committee to determine who
the Division 23 TOY winner will be. Then, each
division submits their TOY candidate to the
Capital District TOY committee to determine
who will be TOY for the district.
